Add support for PowerColor Red Devil RX9070XT

This adds support for the PowerColor Red Devil RX9070XT - named here as V2

  • All modes are supported, including motherboard sync
  • All modes support speed and brightness (Including some modes not present in OEM software!)
  • Support for setting each individual LED (Not present in OEM software!)
  • Support for reading current state - all LEDS, and mode settings (Not present in OEM software!)
  • Utilizing all hardware features to minimize flash wear and write delays (Better than OEM software!)

Since this driver is semi-related to the other Red Devil driver, some basis established to combine both under the same detector, but not implemented. Moving the other driver into a V1 namespace would follow in another patch, this one should be merged as is.

Tested on my own RX9070XT as well as generous testing provided by @B-A-N-D-I-T
