Initial commit for Steelseries Apex M500

This keyboard doesn't support color change, only brightness and a breathing mode with different speeds.

Adds an M500 detector function, controller class and RGBcontroller class.

Implements #4400. Wiki merge request

Issues:

• Version and Serial number not provided yet
• Currently always setting the changes permanently
• Logging is still missing
• Are the files in the right folder? Does SteelseriesApexM500 get its own one?
