Initial commit to support Gigabyte aero oc 4090 24gb

Initial commit for GeForce RTX™ 4090 AERO OC 24G

Added the pcie identifier to detect this gpu and use the fusionrgb2 rgb implementation.

This gpu has only 1 RGB lighting zone. Tested to work on my personal card.
