Shared SMBus Access Using Global Mutex on Windows

Adds a checkbox to the settings page to use a global mutex "Global\Access_SMBUS.HTP.Method" to allow sharing access to the smbus with other applications like HWINFO, SIV, etc.

I would expect degradation in performance when running effects but @DfrostX (op for #2785 (closed)) and me didn't see a noticeable difference.
