Create fedora 36 pipeline and deprecate f34 pipeline in favour of f35

What it says in the tin. Apparently there is a library that breaks numbering every now and then, so the pipeline needs to be updated.

Fedora 34 will reach EOL in May anyways so it's safe to deprecate. Fixes #2388 (closed) .
