Create a website repository for the web content
Background
The web content will be created in a git repository under nosoftware subgroup. Currently, the communication repository includes the information related with contents. Since the website will be git based and a new repo will be created, adjustments needs to be made in the communication repo to ensure it no longer applies to website related contents.

Task description
Create the repository and configure it:

Add a short description -
Add approvers - Initially @tristanvb @toscalix and @LaurenceUrhegyi More will be added as requested/needed.

Add labels based on the topics from the content proposal. Follow a similar color scheme: -

Promotion: this label is already present at communication repo. Escalate it to subgroup level. Do not duplicate it. -

Inherit the milestones associated to releases. -
Copy the task and bug templates from any of the other two repos. -
Create a new template for requests. - This template is part of the roadmap so it will be implemented in a second phase.

The following tasks need to be applied to the communication repository in order to transfer the website content related topics and code to the new website repository,:

Modify the description of the communication repository to stop reflecting it is for website content related topics. -
Add a specific note about the website related contents. -
Promote the label Promotion to subgroup label.

Since the ELCE 2018 milestone now also affects the content website, promote the milestone to subgroup level.
