manual.yaml: don't set any env vars

Changes proposed in this merge request:

  • Remove the 'MAKEFLAGS' and 'V' environment variables from the 'manual' element.
  • Increase BST_FORMAT_VERSION to 18.

This merge request, when approved, will close: #718 (closed)

!! Note that this is a breaking change !!
