WIP: Enhance tests for casserver

Description

This MR changes tests both secured and unsecured CAS server configurations. The main intent of these changes is to allow for easier testing of other enhancements of the CAS server at a later date, but these changes still bring benefits now by increasing coverage.

We may wish to bring this parameterization for the CAS server to more tests, but I've left it at two for now, as I think the marginal value with additional tests is negligible.

I'd be interested to hear any comments on the approach for this. Cheers!
