WIP: Support dynamic client certificates for CAS cache

Description

Previously, to update the client certificates for the CAS cache, one was required to restart the CAS cache server. This change makes it so that no restart it required.

This feature has been implemented by performing a stat on the client certificates file on every connection. If this file has changed in some way, then we reload this file.

Changes proposed in this merge request:

  • Client certificates are now changeable without a restart for the CAS cache server

This merge request, when approved, will close issue/bug: #513
