Evaluate options before includes

Since option directives (?) expect lists, they cannot easily be merged. So multiple includes with conflicting option directives would only get one list if option processing is done after includes.

From what I understand, this should only resolve the project options before, or at the time of inclusion, but not do anything like variable resolution, correct ?

It concerns only (?) directives. Variables are defined later (call to OptionPool.export_variables is called later in Project._load_pass).

This is missing a test.

If we take conditional-conflicts test, and in project.conf, we change the options to be defined in a local include file, then it should show the importance of the first call to _project_includes.process.
