This adds the buildbox-run sandboxing backend and a few xfails for tests. This is still considered an experimental backend and is used only if BST_FORCE_SANDBOX is set to buildbox-run.

This MR doesn't add any CI jobs. CI is covered by !1751 (merged) for buildbox-run-userchroot and !1752 (merged) for buildbox-run-bubblewrap and buildbox-fuse.

The changes in this MR are ready for review, however, we may want to wait with merging until at least one of the two other MRs are ready (currently blocked by MRs in external components).
