Update CONTRIBUTING.rst to add paragraph on new MR policy

Description

As agreed in the irc team meeting we'll have a rule of thumb policy to close off old MRs that are not seeing any activity.

Proposed changes

This MR simply adds a paragraph to the CONTRIBUTING guide which outlines this.
