Update the ostree and flatpak image plugins so that they conform with the new API
I've cherry picked Ben's branch bschubert/fix-plugins-yaml and made some more changes. I think that all of the plugins now conform to the new API. Current test failures do not seem related to these changes (they are failing due to other upstream changes).
