There are other people working in a similar field to this in the open whom we should coordinate with them to reap the benefits of a larger community working towards the same goals.

It's not yet exactly clear to me who we should be reaching out to - beyond the Bazel BuildFarm community - so this Milestone is to track tasks associated to figuring this out as well as actually coordinating with them, which I see as a Q3 2018 goal.
