Add documentation for configuring monitoring

Description

At the moment its a little difficult to work out how to configure the monitoring features in BuildGrid, as the only documentation is in the reference config file, and that is incomplete.

This MR adds some information to the high-level configuration docs, and also extends the reference configuration file to also include information about UDP endpoints and metric prefixes.
