Upgrade to Rocky Linux 8.10

CentOS 7 is end-of-life and the regular repositories are no longer available (except for vault.centos.org).

The current Dockerfile fails with:

Could not retrieve mirrorlist http://mirrorlist.centos.org/?release=7&arch=x86_64&repo=os&infra=container error was
14: curl#6 - "Could not resolve host: mirrorlist.centos.org; Unknown error"

Rocky Linux 8.10 is based on glibc 2.28 and is supported until 2029-05-31.
