STARTTLS

As a SMTP relay, when I connect to Samotop, I should be able to discover if it supports STARTTLS and then establish an encrypted channel with it as described in RFCs.

TLS and StartTls works - checked with openssl s_client. But it may be a bit rough around the edges.
