provide amdgpu-core for hsakmt-roct-amdgpu

With amdgpu-pro-20.45, pal has been deprecated in favor of rocr. While hsa-runtime-rocr-amdgpu installs to amdgpu-pro despite the package name, its dependency hsakmt-roct-amdgpu does obey the naming without pro suffix, so we need to also provide amdgpu-core.
