Move new aidl methods to the bottom to preserve compatibility with older AuroraServices versions

I have fixed incompatibility with older AuroraServices versions caused by improper position of added methods (installSplitPackageMore() and isMoreMethodImplemented()) - they are moved to the bottom of the IPrivilegedService.aidl to preserve the expected by older AuroraServices versions method index.
