Update README to indicate Foxy compatibility
The authors of this paper chose a different tool for their performance analysis. This is of course fine, but one of their reasons was that they believed that this tool was incompatible with ROS 2 Foxy. I built and tested in the osrf/ros:foxy-desktop, with the ROS2 and FastRTPS communication means, and it worked perfectly.
