update constraints for the allowed locations of OBU_CI

When a CI OBU is signalled without a CLK/OLK in the temporal unit, the decoded content should be the same as the ones decoded at the random access unit. If any CI OBUs are signalled at the random access unit, the decoded content should be the same as the default.
