Optimize CDEF segments

Description

This merge request increases CDEF segments on processors with 24 or more threads.

• Increased cdef_segment_row_count from 2 to 3.
• Increased cdef_segment_column_count from 3 to 4.

The result is an increase in speed. Tested on i9-12900k.

Merge method

• Allow the maintainer to squash and merge when PR is ready to create a 1-commit to the master branch. The maintainer will be able to fix typos / combine commit messages to create a more readable 1-commit message or use whatever is stated in the 'Description' section
