We are considering tagging the SVT-AV1 DECODER and removing it from the code base

We don't see any further usability for the SVT-AV1 Decoder and could use the CI bandwidth to speedup the CI, build and test time. So we're considering tagging the decoder portion of the decoder and not carry it forward past v2.1.

Any strong issues with this ?
