disable jetpack logging

Hobnob requested to merge dev/hob/jetpack-logs into development

this needs to be tested on the test server to test: equip jetpack jump around look at both client and server logs to check for rpt spam if you see "rd501_jetpack logging disabled" (or something like that) it worked. make sure jump pack still works (i pray)
