ARC-170 Inheritance Fixes

Simplified inheritance for ARC-170s, which broke several parts of the ARC-170.

Removed the ~1200 lines of copy/pasted code instead of inheriting.

Fixed modifying base 3AS classes.

Removed unused vehicle that used 3AS tag.
