Resolve: The Restless Ghost - Cannot Be Completed

What have you done in this MR?

  • We thought we rectified issues in this quest by moving the handler from 15052 to 15061; now people seeing 15052 can't finish quest
  • Some players still see 15052; for now (until we do a rewrite in kotlin) keep both 15052 and 15061

Are there any tricky things testers should keep an eye out for?
