Updated Dust devils drop table

What have you done in this MR?

• Removed ashes from 100% drops, supposed to only be bones.
• Removed some items that are RDT only.
• Removed duplicate steel axe.
• Removed single Law rune drop.
• Added extra entries for Fire runes & coins.
• Some other small tweaks for authenticity.
• Changed Dragon Chainbody to exactly 1/32,768

Sources for changes:

• Jan '09 Here it just claims 1/10,000 ish
• Dec '09 later that year they removed the numbers from wiki and just say "extremely rare"

Based on this Data/Adventurer's Logs from 2012 pre-EoC and recent RS3 & OSRS wiki's I think it's safe to assume 1/32k is the proper droprate

• I have tested these changes thoroughly.

• This requires extra testing due to changes to architecture or other similarly risky changes.

• I used the Thanos Tool for any JSON edits, I did not edit any JSON files by hand (MR will be rejected if there are manual JSON edits).
