Correct High Alch Bugs + Inaccuracies
What have you done in this MR?
- Corrected high alch delay from 3 ticks to 5 ticks
- Made high alch correctly interrupt any actions other than movement

Testers:
- High alch should have a minimum of a 5 tick delay between casts (roughly 3 seconds)
- High alching should interrupt any action you are currently performing (e.g. mining a rock)
