What has been done in this MR?

Fix issue when green dragons are accidentally called elvargs

What should testers check?

Go talk to Vannaka (Location.create(3145, 9908, 0)) and keep getting new assignments until you get a green dragon
I just manually set it to npc 74 (one of the zombies walking near by) to get a new handout since you only get 10 re-rolls
