What has been done in this MR?

  • Allowed free entry to Port Phasmatys if prerequesites for Ghost Ahoy have been met (can later be substituted with completion)
  • Fix for #1728 (closed)

What should testers check?

  • Can enter without ecto-tokens when Ghost Ahoy reqs are met
  • Ecto-tokens are not removed from inventory when Ghost Ahoy reqs are met
