Fix stairs around Castle Wars

What has been done in this MR?

  • Made Stairs teleport you to the correct location in Castle Wars

What should testers check?

  • The following stairs should work as expected (teleport directly into the arena, since Castle Wars itself is disabled)

Saradomin:

  • I have tested these changes thoroughly.

  • I used the relevant Thanos/Zaros tool for any JSON edits where possible, and have attached screenshots of any changes.
