Resolve "Enchant Tablets don't function correctly"

What have you done in this MR?

• Add functionality for Lv6 Enchanting (Onyx)
• Enchant Tablets only consume one tab per enchant action
• Converted the workflow from a plugin to a listener

Are there any tricky things testers should keep an eye out for?

• No

• I have tested these changes thoroughly.

Testing Scope:

Obtain items required: Enchant tabs - 8016 through 8021 Jewellery - 11130 as an example - but have a look at lines 12 through 50 to look at all the item IDs needed for testing.

Once obtained, ensure that all jewellery enchants as appropriate. Check for speed of the action, check that the enchants give the expected output, check that multiple enchants aren't possible with one tablet etc.
