Lost Tribe Quest: Add handling for full inventory on Silverware Stage.

• Resolves #1098 (closed)
• Resolves similar issue with the peace treaty further along the quest line.

Are there any tricky things testers should keep an eye out for?

• No

• Set Quest Stage for Lost Tribe (ID: 84) to 48.
• When you have a full inventory, see if silverware drops to the floor instead of disintegrating.

• I have tested these changes thoroughly.
