OK-18: Allow http/https switches in .ini files.

Rather than raise a game-by-game rule exception for Batman: Arkham Origins, it was agreed to instead update OK-18 to globally allow switching https to http and vice versa.

This gives flexibility to cover potential future issues in other games, without permitting mass edits to .ini files or completely changing a URL.

I also adjusted the layout to make it easier to read exactly what changes are allowed.
