Summary
These changes are designed to increase the usage of CCs and colonies to expand territory and secure resources. See ValihrAnt's changes to compare:Territory mod *note that my cost reduction is less than Vali's. The reasoning is because buildings that only cost 2 of the 4 resources are more easily acquired. If CCs and colonies are too cheap, you could too easily drop a colony on your enemy in the early game. (Summarize the changes)
