Limit number of hashtags on reminds

It is currently possible to post more than 5 hashtags on reminds on desktop, which results in hashtag abuse. It should not be possible.

@benhayward.ben, I have just rechecked this and the semantic tag (hashtags) limitation has not been enforced within reminded posts.

Indeed, this is the case. The merge request attached has not yet been merged.
