(feat) Cli controller for triggering notifications

I'm finding testing notifications a chore so wrote a cli for quickly triggering notifications for quickly testing frontend and mobile changes.

added Priority3 - Low StatusInProgress TypeFeature + 1 deleted label

changed weight to 2
