Add points for viewing Boosts

Users should earn some tokens for viewing boosted content. Lots of discussion needed as to the amount and other policies around this feature. Community input encouraged!

Perhaps we could create a type of Boost in the Jury popup modal. This would disallow abuse. This is what brave does.
