Change the way we run feed sync on review sites

Currently, we don't have any cron jobs running on the review sites and we need the feeds to sync at least once a day so there's data.

• Get cron jobs running on the review sites
• Provide a mechanism for updating the cron jobs so developers can make changes to the way feeds get synced
• Provide developer documentation
