Changes made to staticanalysis tool to add serverity 1 from 2 for violating rule where cmdLet has a Process Verb and does not support "shouldProcess". Add test infrastructure to test cmdlets against static analysis tool, adding tests for Signature verifier. Remove existing console logger, incorporate log4net logger in Analysis Logger, Added overload to IStaticAnalysis for adding filter delegates during analysis. updating build.proj to restore staticanalysis project packages to the right location. Long term we should remove local nuget.config file and use a common package restore location, adding restore packages properties to true in VS for staticanalysis and staticanalysis test project
