      Adds a package level comment, which is nice when running `go doc
      gitlab.com/zj/snippet`. Especially as there're no other export
      functions.
      
      It also updates the readme to reflect the latest version number.

      Let GitLab CI compile assets when releasing a tag · 95eaee55

      With the new releases feature its possible to expose artifacts, allowing
      for an easier install process as there's no dependency on Go anymore.
      
      At the time of push, this will run on the feature branch. This will
      allow for manual inspection. `gitlab-runner exec` locally was promising
      however.
      
      This commit will not change anything, but will once released in a new
      tag, most probably 0.3.0.

      Snippet used to depend on the golang `flag` package, which worked but
      was, in my opinion, not a pleasure to use. `--help` is the same as
      `-help` for example. In my mental model a single `-` denotes a short
      flag.
      
      By depending on another package, `urfave/cli`, these options are
      supported.
      
      Internally not much changed, although this commit was used to move some
      implementations around. For example, the version.go file has been
      removed.

      Go 1.11 is somewhat coming of age now, which included a hopefully
      standard way of dependency management. Which in turn also drops support
      for older Go versions. Given than 1.12 will be released soon, I think
      its safe to drop now, and support 1.12 from than on out too. The intent
      is to support the latest 2 versions of Go at all time.

      Using `-file path/to/file` as flag, a file can be uploaded to GitLab
      Snippets. The filename property will be set to the basename of the
      passed file path.
      
      Furthermore this introduces the first tests, and minor refactoring in
      what happens where.
