docs(adr): import historical architecture decision records

Story

As a @zaira-ardor-llc group participant,
I want to know the history behind software architecture decisions.

Acceptance criteria

1. All organization-level architecture decision records (ADRs) are publicly available in the zaira-ardor-llc/architecture/decision-records project
2. The README references all ADRs
3. The CONTRIBUTING document explains the ADR workflow and how to participate
4. The CODE_OF_CONDUCT document provides behavioral expectations and consequences to participants
5. ADR status badges link to search results by label
6. Labels specific to ADRs exist
7. An issue board called "Architecture decisions" exists with the stages, "Open," "ADR | proposed," "ADR | vote," "ADR | resolved," and "Closed"
8. Stakeholders can select an "ADR" issue template
