Support terraform-docs

Support for installing terraform-docs tool. (0.20.0 or later).

  • Separate plugin.
  • Separate extension.
  • Understands SourceSetBase and ModuleSourceSetBase
  • Ability to configure outputs formats.
  • Default destination will probably be src/docs/tf/{SourceSetName}.
