the toggle items (like Hide/Show Inspector Pane) in the View menu should be always be active

specifically they should always be enabled menu items so long as some project is open is the main window they should probably say "Toggle" instead of hide/show to help the user discover that the same menu item and command keys work for both hiding/showing.
