Some layouts don't show overridable theme settings.

To specify exactly the behavior that's incorrect…

• You can override the Theme properties of some Layouts.
• Some Layouts don't show any properties to override.
• When a Layout specifically calls out a Theme as its parent Theme/Layout then the properties are editable.

This behavior seems quirky and more than a tad confusing. And also unnecessary.
