Sample Theme does not load pageBodyAbove. Works in Base and Blank theme.

I am using pageBodyAbove scope. This does not preview correctly inside Sample Theme. It previews correctly in Base and Blank theme. Related to content.bodyAbove ?

I am attaching a test stack.
