when the edit pane is narrow toolbar buttons can overlap

add a quick fix that just hides the overlapping buttons. this is primarily going to be the dev console button.

a longer term solution should be to add a popup menu button that appears when toolbar buttons are hidden -- but for now simply hiding the dev console button should not be too disruptive and will make for a cleaner appearance.
