fix intltool: add perl-xml-parser as a dependency

more thought might need to be put into this commit, however during testing i've found that intltool doesn't seem to work properly without perl-xml-parser installed.
thus, i believe that adding it as a dependency would be beneficial.

i don't have the logs on hand as i was in a virtual terminal at the time, but without perl-xml-parser, intltool gives an output of something like

xml::parser not found!
