* CI: Ensure cluster jobs are triggered on scheduled pipelines

We want to trigger the whole pipeline in a scheduled job triggered on a
weekly basis. Because the ".cluster-rules-containerd" haven't been
triggered yet for scheduled pipelines, the ".cluster-rules-k8s-upgrade"
did not trigger either as they need the others.
