Random start weapons

Ghost User requested to merge Lyberta/RandomStartWeapons into master

This worked brilliantly in survival. Basically, you can now specify weapons that players can randomly get during spawn. The code will try to make sure these weapons are not already unconditionally given at spawn. The player will also get some ammo so they can attack with random weapons.

This MR depends on !433 (merged), !474 (merged), !484 (merged).
